Public service mutuals get a KickSTART
Specialist public services law firm TPP Law has launched a new fixed-price service for public sector staff teams considering spinning out their services into a public service mutual.
KickSTART a mutual™ is a package of legal and consultancy support leading to a business plan, out-of-the-box company start-up, as well as access to a legal helpline and an online information portal Mutual Exchange, where clients can access resources, training and collaborate with their peers. The latter will be developed in partnership with the University of Northampton, a leading centre of excellence for social enterprise development.
TPP Law Managing Director Mark Johnson said: "We are responding to the growing interest among public service staff to form mutuals and spin-outs to take over the running of their services. The Cabinet Office is driving an active programme to encourage authorities to look at mutualisation and the enactment of the ‘community right to challenge’ in the Localism Act and the forthcoming Public Services (Social Value) Act are providing a further boost to this area.
“In these austere times, staff teams and host authorities are wary of running up large consultancy fees. That is why we are offering a low cost one-stop shop where they can source legal, business planning and organisational development from our team of consultants to develop their idea for a fixed price. Mutualisation has tremendous potential to revolutionise public service delivery. This is our contribution to supporting these fledgling enterprises.”
TPP Law is actively involved in supporting several spin-outs in local authorities and the NHS, including a youth services team in Lambeth, an adult social care team in Shropshire and a stop-smoking service in Sefton (the last two forming part of the Cabinet Office’s mutuals support programme).
